(Mabbo Note: Okay, I said "we", but Japan is pretty ambiguous. It has no direct subject. it works perfectly with "He" as well, but I'm playing safe here. Of course, "he" would refer to the Demon Lord. Though it's still not clear who made the Legendary Leaf, but before this arc began (I forgot which chapter) Sullivan said that the Demon Lord is the very Hell itself. He made the Hell and all within it. So we can assume that it's the Demon Lord who wanted to meet a demon with that criteria above.)
